Chancellor fails to rule out 2020 tax rise for self-employed after a question from Islwyn’s MPThe Chancellor of the Exchequer Philip Hammond has failed to rule out a tax-rise for the self-employed after the 2020 election in response to a question from Islwyn MP Chris Evans.

Mr Evans asked the Chancellor whether he could give assurances that today’s u-turn on a proposed 3% rise in class 4 national insurance contributions (NICs) would not mean the measure would be re-introduced after the next election.

The Chancellor, who was delivering a statement on the u-turn, said the government would honour its 2015 manifesto commitment of no NICs rises in this Parliament but could not give assurance that it would not be proposed after the 2020 election.

Mr Evans said: ‘Small business owners and the self-employed are the backbone of the UK economy. They deserve much better than the attack they received in the Spring Budget where their NICs were raised.

‘I am pleased that the government has backed down and honoured their manifesto commitment of no NICs rises. The question now is whether they can assure small business owners and the self-employed that they would not re-introduce this unpopular measure when they are free of their 2015 manifesto commitments.

‘The Chancellor today failed to give that guarantee. This further goes to show that this government is no friend or ally of small businesses and the self-employed.’
